Herodotus gives us some of that writing a little bit later on, but Herodotus seems to be unapologetic in his presentation. What we're definitely seeing here is insider knowledge. The way Herodotus reports the dramatic big speeches of all of these colorful characters seems to be self-identifying as this isn't exactly what Xerxes said.
