Is There a Role in Preemption?

The government is now, you know, being drawn into operating more like a startup. Some portions of the spill require rulemaking within one year to three or four years on things that I raise a question. It has been eight months as I've written a anything about a new rule. Can we even put out a role right now? I don't know.
