I think most people assume when regulations are put in place, whether it's environmental protection agency or the occupation safety and health act, OSHA. Most of us are breaking some kind of law at some point in our life. We forget about that we're dealing with humans. There have been studies where tax experts will come up with totally different answers for one set of tax facts because laws vague. Even there you're heading into rationalizing because it's so complex.
Leonard Wong of the Strategic Studies Institute at the U.S. Army War College talks with EconTalk host Russ Roberts about honesty in the military. Based on a recent co-authored paper, Wong argues that the paperwork and training burden on U.S. military officers requires dishonesty--it is simply impossible to comply with all the requirements.
