The government didn't respond to the 9-11 attacks by carefully assessing where they came from why they came from and what could be done. rather they seized the moment to do a number of things that they had wanted to do before the attacks so we have Donald Rumsfeld's handwritten notes from the afternoon of September 11th in which he writes in shorthand hard to get good case need to move swiftly near-term target needs go massive sweep it all up.
