The government didn't respond to the 9-11 attacks by carefully assessing where they came from why they came from and what could be done. rather they seized the moment to do a number of things that they had wanted to do before the attacks so we have Donald Rumsfeld's handwritten notes from the afternoon of September 11th in which he writes in shorthand hard to get good case need to move swiftly near-term target needs go massive sweep it all up. The U.S. has simply gotten much better at field medicine it can save lives on the battlefield to a debris that it couldn't during the Vietnam War again this is a very important plus to the way we do war today as opposed
