The Importance of Consistency in Foreign Policy
I was upfront about what China's for nuclear plants have been. And I'm not going to let China try to use this as a wedge issue when I think Japan's done an incredibly transparent process and China's anything but that. The question is whether in your engagement with Japanese, whether there has been a perception that they're dealing with you,. Some of those policies will necessarily switch after a period. But some of it must be consistent.
