We understand ourselves as acting according to this level, and so we assume that other people are going to act like that. When you go get an edible, your arms moving are of you wanting to get that edible,. And it would be weird to say, no, tamler didn't take the edible because he wanted to. He took the edible because, you know, his hippocampus was firing in this particular way.
