Liz Truss realised she wouldn't be able to pass the 45p rate cut through comments. Harry had to ring the night editor of The Sun to tell them to stop the press. U-turn averted a crisis in the short term, but for the longer term it may not bode so well. Hacely rewritten through the night, this was an impossible speech to tiptoe around and climb down.
