Mexico went on the gold standard in 1905, and that made it easier for Diaz to raise loans. But as you point out, the sugar producing state of Morelos had fallen into the hands of about 30 Hacienda owners who were pretty ruthless. The jute industry in Yucatan, 20 families, used Maya and Yakui Indians as basically slaves. These facts were not well known in Mexico City, and even less known to the outside world.
