The Importance of Deliberation in Politics
Theory that democracy will empower and noble people is just not what we see. As a matter of fact, most people are hooligans. It's instrumentally rational to not think epistemically rationally about political questions because the payoff you get from being accurate about things like tax policy is pretty tiny or indirect.
