In the film, fictional President Hammond is a man of principle and careful thought. He makes promises that sound like some of FDR's New Deal initiatives. Fascism insists that the legal state has been seized by people who don't belong there. In fact, historian Richard Stegman-Goll says fascism is an American creation.
