Stephen Neal: There's always what loosely we can call ambiguity, vagueness. One interpretation of this specific case is that it was just a badly drafted law. That's a weakness. It wasn't that it turns on the meaning of use, it was an imperfectly created law. He says legal prose is so convoluted and why the statement of a law is so long.
