The Importance of a Duty to Document
There's just too much discretion for people to choose, should I disclose this or not? The Ministerial Code still requires ministers to disclose to their private office if they've had a material conversation without an official present. So the duty already exists. And I do agree though that there needs to be a parliamentary backstop. There's this can't be outside parliament altogether. That is something that we're going to look at more and look at we're looking at a parliamentary committee.
