The key thing about governance is firstly, it should be possible to alter the database in some way that we cannot foresee. For example, there might be a Dow and it turns out that the Dow has completely locked up a bunch of money and it's going to be stolen if we don't do anything for 30 days. There's no real way of encoding this alteration upfront. We just have to say, well, under circumstances, we need to be able to alter it in some arbitrary way.
