The Black Car Fund in New York State

In New York State, for example, taxi drivers and these four higher vehicles were always independent contractors. In 1999, the again, pre-Ubers conquest, in 1999, New York State actually set up what's called the Black Car Fund to allow independent contractor drivers access to workers compensation insurance. A majority of these workers do not want employment-based benefits, because they want to maintain their non-traditional worker arrangements. And so if we want to actually help them, and we listen to what they want, they say they want access to portable or flexible benefits that can be with them no matter if they're an employee, or they decide to be self-employed.
