The Responsibility to Protect the Intellectual Architect of Gareth Evans

There are two versions of responsibility to protect. The official one was established by the UN General Assembly in a resolution on responsibility to protection. There's a second version by the Gareth Evans Commission, separate. It says that regional organizations have a right to intervene militarily in their regional area with subsequent approval from the Security Council.
