The Rules in Space

How could any cntry establish whether damage had been caused intentionally or not? If your satellite stops working, you can't just send some one up there easily to see what happened. Despite all this potential for malicious activities, it's important to remember that in the post cold war era, operations in space have been mainly focused on technological progress through countries working together. There is a strong incentive to keep that spirit going. How then, can tensions be kept minimum so that we can preserve what harmony there is in space?
