The Disparity Between Israeli Targeting Procedures and Civil Casualties

One of the troubling things about this conflict, particularly for a law fair oriented readership or listenership, is the disparity between the way the Israelis understand their military activity vis-a-vis civilians. The Israelis talk about their targeting procedures as very, very careful. And yet you look at operations in Gaza and there are a whole lot of dead civilians relative to the number of dead lawful targets. How should we think about this? Is this just a feature of close quarters urban warfare if you're not going to go street by street or is there another side to it that really is that the Israelis are less careful than they describe themselves?"
