The expectation was that black Americans, whatever problems they may have been having as the great migration started up, would follow the same path traveled by the Irish and other previous immigrants. But for a number of reasons which we will talk about, that did not happen. And the consequences of that failure have played a defining role in American domestic politics ever since.
