The fourteenth amendment was written to ameliorate the power in balance between the races after the civil war. But conservatives have turned it into something that is essentially only used against liberal left attempts to remedy past segregation and past discrimination. The equal protection clause is explicitly meant to be a big middle finger to the regime in the south after theCivil War.
