The Enlightened Despot

Catherine the second was known as an enlightened despot, which maybe is a deterrent we should use. She gave away 5 million hectares of Ukrainian land to Russian nobles. A lot of these people that she gave all this land to didn't actually wind up living on the land. People have been fighting over it for a long time as a result. They make some good sausages, some good soups.
