The prosecutor suggested that Alexei and the other tornado cash developers actually own most of the tokens themselves. So to say, down with the actual writing of software, it seems like. The picture they're painting is to say, well, I think the picture of the prosecutor's painting is that it's not just an autonomous software system, it's actually a company run by people. And those people do some sort of sham voting. They're basically claiming that all these votes that are happening are really just manipulated by the company and it's all just centralized.
