Before the Affordable Health Care Act, health insurance policies were not required to cover substance use disorder or mental treatment as a required benefit. The parity law essentially said that we need to stop treating addiction and mental health disorders like they're the little annoying cousin of health care. And so that law came out and it required insurance companies to provide a benefit for addiction treatment. That's when the industry started to explode.
