There was a change of the law whereby if you stop someone in a car and they then try and flee the scene you can shoot them. Everyone condemned the law when it was passed and said this will inevitably result in the shooting of an innocent teenager by a trigger happy flick. Whether he was acting unlawfully remains to be seen even though macron immediately condemned him as "a bad seed" i think there are lots of interesting aspects of this aren't there.
