Is a 13 Year Old a Child?

A lot of parents ignore what happens in the younger years, and then as the child gets older, they try to kind of clamp down and fix the problem. A 13 year old might be a minor legally speaking, but a 13 year old is not a child. And so I need to be focused on treating a 15 year old with respect while also recognizing that as a parent, I have authority.
