The first goal of unification, the one that was a physically pursued from the beginning must to secure peace within Europe. The shift in power that has occurred in recent years is threatening to undermine relations of trust among member states today. Today Germany itself must have the greatest interest in leading the EU beyond the stage of development in which leadership of a single member state is both possible and necessary.
