What Is a National Security Strategy?

National security strategy outlines the administration's vision of national security and what its intended priorities are over the next several years. It can serve a lot of different strategic purposes in the same way any sort of public facing document or presentation can, but it really depends on what the administration wants to do with it. Sometimes they're used to roll out really significant policy change; this one signaled a clear departure from previous administrations' policies. But I'm less convinced that it's always really useful for forcing those conversations or forces reconciliation.
