The GOP's Medicaid Bill Is Not Well Built

The bill is going to push 24 million people into the ranks of the uninsured, says Julian Zelizer. Republicans are trying to give House Freedom Caucus and Republican study committee folks a little bit of sweeteners around Medicaid, he says. "They did not go back to the drawing board," Zelizer adds.
