Tocqueville: I think it's a question of liberalism depends on some pre-political values, pre-political social landscape. Liberalism depended upon these pre-political, very socially determined dynamics,. And I would say if anything, we have forgotten that. How do you create a landscape that will encourage the development of social institutions? It's not something you can snap your finger and you can do. A lot of policy has to play a role in encouraging people to be ambitious," he says.
