Asearwor was not on anybody's list, even though he had been to paxton as well. The surveillance team didn't quite know what was going on. This incredibly low tech way to communicate was actually the most effective. To do a 24 hours surveillance, you have about three shifts. Every shift requires anywhere between eight and ten people per suspect. At some at one point, they were actually su ing 20, 24 people.
