Are the Parties Ready?

As long as there are still deep conflicts over disputed territory, then there's really not much of an incentive to actually move on. In this case, we've already made the commitment. We're not going to negotiate away Ukrainian territory without their involvement. And so that I think is the part that our students are having difficulty getting their heads around that this isn't necessarily an issue for uncle should or to solve without you in the Ukrainians.
