Can the United States Do Political Warfare in the Coming Years?
Political warfare is a grim but necessary tool of great power rivalry. The question that emerges is, can you do these things in ways consistent with your own values? And this was a very sharp question during the cold war. I think there are possibilities here, but we always have to be conscious that we are not asking people to take risks in which we're not ultimately willing to support them.
