Would the Voice Be to the Parliament or to the Executive Government?

The Yes camp is giving conflicting answers on that. It seems to me quite apparent that there are those in the Yes camp who are saying yes it should be able to speak to the Executive Government. They're saying, other say no that's too far and that the subtexties, that will get rejected by the Australian people. The idea of making representations to the Parliament as such would involve the idea that the voice or the voices would make representations probably in writing. There's also the question about whether sometimes representations can be made orally as well in meetings or in presentations.
