The Rule 41 Change on Computer Hacking
Rule 41 allows the government to get one warrant from one judge in order to conduct a search or a seizure across computer systems, across the entire United States. Previous to the Rule change, you would have to go to every district and get a search warrant for the computers in that district. This makes it easier and allows them to do it with one order,. There are examples of disruption operations of botnets that predate that Rule change like the core flood botnet.
