Koon isn't arguing that because science doesn't seem to work according to the straightforward accumulation of knowledge that it doesn't, he's trying to examine how science actually works. What Koon does show is that even if you accept accepting this paradigm is the only way to make scientific progress, it is nonetheless highly possible and indeed likely that revolutions may come which will completely reorganize the things we currently believe we already understand.
