The Art Market Has a Funny History About It

The notion of an artist's royalty on resale is not a novel idea. It's officially known in europe as the artist's resale right. The law was meant to insure that when a physical work of art is sold on the secondary market, the creator or their heirs will get a share of the price. But it wasn't really constructed right. And the artists who would be beneficiaries of such a thing generally have no markets.
