The Lord Has Not Given You a Heart to Understand, or Eyes to See, Your Ears to Hear?

verse 29: For but to this day, the lord has not given you a heart to understand, or eyes to see, your ears to hear. What do you do with a verse like that? If you don't believe in god's sovereignty and salvation, you can have a hard time answering that question. I think he's trying to provoke people to call upon the name of the lord by saying, 'You haven't given me this heart yet'
