There are 26 detainees at getmo right now who are not eligible. They were considered to be on significant threat when they were reviewed by the executive order process that a bomba had. It's no longer indefinite detention without some sort of review. So it was no longer a legal black hole, which is important to many folks in the human rights community. But i can tell you it's to their benefit to make it work, because they got em.
