The way a snowflake forms is extremely dependent on its physical situation, the humidity, the wind. Scientists can make snowflakes in a laboratory that form roughly in identical ways. The chances of that happening in a single snow storm are very, very low. But when you're talking about two that would be visibly identical, it is possible that you could find two snowflakes you could not visibly see with your naked eye any difference between.
