Full range emotion training does still seem to be better than short, short muscle length, partial range emotion training. Local hormonal responses may matter a bit more than the systemic hormonal responses. The forces that you're exposing the muscle to aren't uniformly distributed when you're doing stuff. And then one final possibility that i haven't seen floated all that much in the literature is maybe just exposing a region of a muscle to tension that is not quite as used to being put under high levels of tension.
