I think it is very unlikely to stop. Nipha is a procedural law. The only recourse, the only thing that a court could rule is to say is to say text out, you need to go back and do it in a full environmental impact statement for the entire I 35 project. It's not necessarily going to stop this highway, unfortunately. But at the same time, it had to be kind of realistic in some way too.
