When he was at the Fed, I was actually doing research on this. We were looking at currency markets and seeing if there were rules that could be introduced to lead to more pro-social behavior. There's also been a big push recently to go from real time trading to more like auctions every 100 milliseconds or every second. That reduces the advantage that you get for being like one millisecond faster than everybody else.
