Whether the United States Should Issue a Neutrality Proclamation
President george washington asked his cabinet for advice on foreign policy. Secretary of the treasury, alexander hamilton recommended immediately declaring neutrality. The president was not happy at all about the idea of putting america's sacred honor up on the auction block. So he issued an executive proclamation that led to murmurings that washington was trying to make himself a king.
