In Deuteronomy 7, the snake is used as a sorcerer or diviner to describe seven people groups inhabiting the land. In other words, it's trying to portray that when a human culture gives itself what's over to death and practices that lead to death, which they think are good. So all the way back out, this generation of Israel is presented as a new Adam and Eve, being called to exercise God's authority over the creatures.
