The book of Revelation was written probably in the 90s during the reign of Demetian, as most scholars think. I think John is trying to give a prophetic interpretation to the events of a generation earlier. There'd been a violent persecution of Christians under Nero. But by the time you get to the 90s and Demetian is the emperor, things were pretty calm.
