Rwanda is a success story of Africa for one simple reason which is that none of the usual suspects, you know, have the gall to go to Rwanda and start whining about human rights. So he's basically like, I'm going to make this country into the Singapore of central Africa - more or less what he's done. Russia has been dragging their toes on this whole thing.
