The Freedmen's Bureau, Right?
The Southern, not the Southerners, they weren't represented yet in Congress. The Northern Democrats opposed things like the Freedmen's Bureau. They said, oh, it's class legislation. We're giving special treatment to the Black population. But this also makes sense of the congressional legislation that Jim talked about. It says race conscious laws that Congress enacts in order to strike at discriminatory practices in the States.
