U.S. Treasury Secretary Janet Yellen says that U.S. China ties are on what she called a surer footing after the direct talks that she had with Chinese leaders in Beijing. It comes as the Biden administration has ramped up controls on key exports and is considering curbs on American companies' outbound investments in China.
