The late 19th century was this wasteland in which nothing happened right but you point out that actually it's not that there weren't crises. Cleveland is the opposite he's a counter-revolutionary he is the last one holding out for the old-fashioned classical liberalism of the Democratic party as it is starting to wane at the end of the 19th century. In his first term there is a huge effort towards civil service reform which started with Chester Arthur trying to basically dismantle a good chunk of the spoils system in the executive branch. He vetoes 414 bills in his first term which is more than the previous 21 presidents combined and these vetoes are largely concentrated on military pensions for union veterans
