Bill Clinton pursued a policy that was called dual containment. The idea was to have Iran and Iraq counterbalance each other on the weekend. After 9 11, U.S. sanctions against Saddam Hussein were beginning to unravel. This didn't happen in a vacuum this happened immediately after 9/11.
