Is Layer Two Really Decentralized?

I want to get your take on whether or not these layertos are truly decentralized, because i've heard some push back in that people are saying they'll eventually get there. What's the current state of affairs on the decentralization sid? So i think with these true layer two technologies, and i want to, i'll differentiate it by saying the layer two technologies are different from side chain. Right now, there, their bridge contracts are still centralized.
